DVIDS – News – Submarine Force Releases New Strategic Weapons Operations Manual

Commander Submarine Forces (COMSUBFOR) has issued a new Force-wide Operations Manual.

The creation of the Strategic Weapons Operations Manual (SWOM) was a team effort between multiple organizations to incorporate fleet-wide feedback.

“The SWOM is important because it provides direct operational guidance to our Ohio-class ballistic missile submarines (SSBNs) in the organization and operation of the strategic weapons system,” said Cmdr. Chad Teasley, Submarine Force Atlantic (SUBLANT) Technical Advisor on Nuclear Weapons Policy. “The manual will serve as the primary reference for our ballistic missile submarine and policy guidance for strategic weapons system operations, allowing us to be more tactically proficient.”

Upon promulgation of the SWOM, Lt. Cmdr. James Taylor, Nuclear Weapons Bail Officer for Submarine Force Pacific, spoke about the teamwork required to integrate fleet-wide feedback.

“Coordination between a wide range of organizations on both coasts was key to ensuring SWOM was improved and streamlined guidance for all of our SSBNs,” Taylor said. “At no other time has TYCOM-level strategic weapons system policy development used fleet feedback as such a central focus. The main thing for the fleet is that your comments have been heard. If the comments did not conflict with guidelines from higher headquarters and made sense, they were staffed, defended, and incorporated into the SWOM.

Teasley also noted the coordination needed to make SWOM a reality.

“The development of the SWOM was a collaborative effort between Commander Submarine Force Atlantic, Commander Submarine Force Pacific, Strategic Systems Programs and the Fleet,” Teasley said. “The degree of cooperation and coordination involved was extraordinary and the resulting document is a testament to the high level of dedicated teamwork, technical expertise and commitment to excellence of everyone involved.”

Master Chief Missile Technician Gordon Jeffcoat, SUBLANT Missile Technician and Principal SWOM Writer, explained how the new manual will improve Submarine Force Strategic Weapons System operations.

“By incorporating fleet feedback during the process of writing these new manuals, we reviewed many practices against higher Department of Defense regulations and eliminated unnecessary administration that did not support weapons safety. nuclear,” Jeffcoat said. “These documents are constantly changing as policies are updated. Fleet feedback is a powerful driving force to provoke review. »

The SWOM works in conjunction with the Strategic Weapons Manual (SWM) issued by the Director of the Naval Nuclear Weapons Program to consolidate and streamline guidance for strategic weapons system operational procedures.

The SWOM implements the requirements and supersedes the Submarine Force Nuclear Weapons Manual and the Strategic Weapons System Leadership Qualification Program.

The mission of the SSBN force is strategic deterrence, providing the United States with its most durable and enduring nuclear strike capability. Ohio-class submarines serve as an undetectable launch platform for submarine-launched ballistic missiles. They are considered the strongest branch of the nuclear triad; the other legs being long-range bombers and land-based intercontinental ballistic missiles.

The Submarine Force carries out the mission of the Department of the Navy in and from the submarine realm. In addition to giving additional capability to naval forces, the submarine force, in particular, should take advantage of the special advantages that come with submarine concealment to enable operational, deterrent and combat effects that the navy and nation cannot. could not get otherwise.
