The Ohio Valley Regional Development Commission (OVRDC) announces the implementation of a new Regional Transportation Planning Organization (RTPO) funding program called the Surface Transportation Block Grant Program (STBG).

Bill 74 of the 134th Ohio General Assembly allocated $5.2 million in funding in the biennium to create a regional transportation planning grant program to help rural communities to carry out transport projects. Each Ohio regional transportation planning organization received an STBG funding allocation for the 2022 and 2023 state fiscal years.

“We hope this is just the starting point for additional transportation funding to be available in rural Ohio. Our effectiveness in identifying and recommending viable projects for this funding will help consider continued funding as well as any potential funding increases,” said John Hemmings, Executive Director of OVRDC.

This will be the first round of the program and the future of the program will depend on continued state and federal funding with guidance from the Ohio Department of Transportation.

The OVRDC STBG allowance can be used for highway projects that occur on highways eligible for federal assistance, with some exceptions. Exceptions to this rule include biking/walking, transit, security, and off-road freight projects. If you are unsure whether a project is located on a route eligible for Federal Assistance, please see the OVRDC Federal Assistance Route Map on our website.

“The launch of the RTPO Surface Transportation Block Grant (STBG) program is a very exciting time for the OVRDC. We can begin to implement the goals and objectives of the Comprehensive Transportation Plan through funding local projects. We hope this is just the beginning of great things to come in our region,” said Stephanie Gilbert, OVRDC Transportation Coordinator.

Applications must be sent on March 25, 2022 at 3 p.m. Electronic submissions will not be accepted. Applications must be received at our office by the deadline date and time.
